He/she will be part of an integrated, interdisciplinary Energy Team which includes members based in both Jakarta and Washington, DC. The applicant must possess the following qualifications:
1. Master’s degree or equivalent academic qualification in a relevant discipline, e.g. power engineering, energy economics etc.
2. Minimum of 5 years of professional experience in the energy sector with specialized technical expertise in at least 1 of the following sub-sectors: power sector, renewable energy, geothermal power, rural electrification, energy efficiency or natural gas supply.
3. A good understanding of Indonesia’s overall energy sector issues, prevailing policies and regulatory environment.
4. Ability to work in multidiciplinary teams based in multiple locations on diverse and complex tasks.
5. Strong client orientation with the ability to diplomatically develop consensus to support the energy sector program and objectives
6. A drive for result while working with limited supervision and under tight timelines.
7. Ability to think innovatively and negotiate effectively
8. Excellent verbal and written communication skills in English and Bahasa Indonesia (an English writing sample is requested upon application)
9. Willingness to travel within Indonesia as well as internationally as necessary.

Short Term Consultant:
DSF GOI Management Committee Support

The World Bank in Jakarta, through the multi-donor Decentralization Support Facility (DSF) that it administers, wishes to employ a capable and committed individual as a Short Term Consultant to support the DSF Government of Indonesia (GOI) Management Committee Secretariat. The DSF is a government-led facility supported by eight donors and the World Bank whose principal purpose is to support the decentralization agenda of the Government of Indonesia, particularly as this pertains to improved service delivery for citizens.
Responsibilities will include:
1. Prepare materials (reports, power point presentations, etc.) for internal cross-ministerial GOI meetings, MS and SC meetings, and other DSF events as needed
2. Provide research assistance and program support to partner GOI ministries in preparation of ACNs, implementation of DSF projects, and other activities related to decentralization
3. Highlight sections of DSF quarterly / annual reports, Activity Concept Notes, and DSF project documents of particular importance to GOI
4. Map proposed new activities and appraise their adherence to DSF objectives and priorities
5. Regularly consult with Gol officials and donor partners on DSF programmatic work, issues related to broader Gol decentralization agenda, and with their staff to confirm attendance and encourage participation in DSF activities
6. Identify stakeholders at national and local levels for DSF engagement to strengthen and enrich DSF work in decentralization
7. Participate in meetings within GOL and DSF and special events as required, and develop transcripts of key DSF meetings as required
8. Assist with monitoring and evaluation of DSF projects and coordination of GOI participation in monitoring and evaluation missions.
General requirements include:
1. Master degree in a professional discipline or a bachelor degree and 2 or more years of relevant experience
2. Knowledge of and work experience with the Ministry of Home Affairs, Ministry of Finance and Bappenas, and with multi-donor funded projects

The World Bank in Jakarta, through the multi-donor Decentralization Support Facility (DSF) that it administers, wishes to employ a capable and committed individual to fill a Short Term Consultant position with the title ‘Decentralization Project Associate’. The DSF is a government led facility supported by eight donors and the World Bank whose principal purpose is to support the decentralization agenda of the government of Indonesia, particularly as this pertains to improved service delivery for citizens.
Responsibilities will include:
a. Liaison with government officials and other stakeholders
b. Development of relevant project documentation
c. Attendance and reporting on meetings and workshops
d. Under supervision, participation in negotiations concerning aspects of project implementation and delivery
e. Writing of monitoring and evaluation reports on DSF activities
f. Contributions to DSF quarterly and annual reports
g. The carrying out of literature reviews or short-term research assignment related to DSF activities
General requirements include:
a. A Master degree or Bachelor degree with 2 or more years or relevant experience
b. The ability and willingness to liaise with senior government officials, NGOs, research institutes and the general public
c. Some knowledge and experience of project management
d. The ability to research the literature and to distill from it issues that are of relevance to the work of the DSF Executive
e. Experience of dealing with qualitative and quantitative research information for monitoring and evaluation
f. Excellent writing and presentation skills in Bahasa Indonesia and English
g. Willingness and ability to work in a supporting role with professional staff of the DSF Executive; to work under supervision or direction; but also to take initiative when the circumstances warrant it
h. Excellent oral communication and interpersonal skills
